Dr. Manning testified before the U.S. House of Representatives, 106th Congress, Subcommittee on Financial Institutions and Consumer Credit, November 1, 2001. (Text of testimony). He spoke at a press conference with Congressman John LaFalce on the House bankruptcy bill (H.R. 333) on March 1, 2001. He presented testimony on the Bankruptcy Reform Act of 2001 (S.220) before the Senate Judiciary Committee on February 8, 2001.
